The Foreigners' Consultation Section of the Ibaraki government is there to serve the needs of the foreign community regarding legal matters. Their number is 029-244-3811. Twice a month, they also have a free legal consultation time over the phone with a qualified, English-speaking lawyer to help you. Feb. times were unavailable at press time, but the january times are Friday the 17th and Thursday the 30th.
