Ars Hall contains Tsukuba Public Library and the Prefectural Art Museum. It houses Tsukunan Audio-Visual Library, Ars Hall, video-editing rooms, Japanese-style rooms, meeting rooms, a cafeteria, a museum shop and others. Ars Hall is a multipurpose hall capable of seating 150 people and can be used for holding seminars, showing movies and holding concerts.
